He was born in 1935 in Gary, IN to Horace M. and Hazel Skinner Kinter.

Neal was a member of the Presbyterian Church of Plumville.

Neal was employed by TW Phillips Gas & Oil Co. for 30 years until his retirement in 1997.

Along with his wife Marilyn, he enjoyed showing Quarter horses, working outdoors, and spending time with his five grandsons.

He is survived by his wife Marilyn Thompson Kinter, Smicksburg; one daughter and two sons - Karen A. Gilbert, Jonesboro, GA; Thomas N. Kinter, Smicksburg; Scott A. Kinter and wife Cheryl, Smicksburg; four grandsons - Matthew Kinter and wife Christina, Marion Center; Bryan Kinter and fiancé Christina Kuchle, Mt. Blanchard, OH; Trent Gilbert, Jonesboro, GA; Trevor Gilbert and wife Michelle, Rome, GA; one great grandson - Andrew Kinter, Marion Center; one sister - Donabell Mumper and husband Cameron, Mechanicsburg; and two nieces and three nephews.

He was preceded in death by his parents.

Friends will be received on Thursday from 2 to 4 and 6 to 8 P.M. at the Bowser-Minich Funeral Home, Indiana. A funeral service will be held Friday at 11:30 A.M. at the Presbyterian Church of Plumville with the Rev. Drew Himes officiating. Interment will be made in the Georgeville Cemetery.
